Come On In, The Water Is Fine

The Wintersville Water Depart-
ment is in healthy condition. The'
consistent progress made by the de-
partment is worthy of report. Grow-
ing pains afflict the installation of
all community services, whether Vil-
lage or Metropolitan. In the six years
of our Water department operation,
(fiMrst meteir was installed, March
14th, 1967) most of the probilens
have yielded to ,hard work and un-
derstancding. As citizens of this com-
munity, yo a and I have every reason
to anticipate s eivice keeping pace,
with the increasing population of the
Village of Wintersville.
As odf December 31, 1962, 820
mneters were in service, an increase
of 61 new customers for the year.
All, new homes i:n our new sub-divi-
sioais are using City water.,
It shouild be noted that in accord-
ance 'with a Court Ruling handed
down earlier this year, Journal entry
Case No. 48973, in favor of the
Water Department ... "All homes
with a tap not using water shall be
charged a fee of $4.30 per montn."
The f e of $4.30 was ruled by the
Court as necessary to pay off inter-
est and bonds of the Water Depart-
ment.
Delinquent accounts cannot be per-
mitted. If not settled promptly they
will be certified to the Jefferson
County Auditor for collection witi
property taxes.
The following is the 1962 year's
end report made to the Bo'ard of
Trustees of Public Affairs of the
Wintersville Water Department by
Raymond E. Wilson, Clerk. Upon re-
quest, Mr. Wilson gave this writer a
breakdown of several items of ex-
pense. Parenthetical annotations are
mine, made with a view of your
greater understanding.
Water sales for the year $61,515.53
Taps installed ------ $ 4,845.00
Payment by non-users --. $ 3,471.95
Fire plug rental ---- $ 1,575.00
Total receipts ----- $71,407.48
Expenses
Office ----__ ---------------$ 795.35
Payroll -------------------$ 4600.00
(Salaries of Miss Wilma Thompson,
Mr. Burke Sullivan and Mr. Ray-
mond Wilson.)
Other operating expenses $ 4,766.74
(Taps, gasolene, et cetera.)

Wintersville Council
In Regular Session
Mayor Thomas Albaugh presided at
the regular meeting of Wintersville
Council on Jan. 8th. Members present
includetl: F. D. Dornbush, Council
President; Mrs. Eve Seiter, Arthur
Baartell, Marion Mellott and William.
Wehr. Roy Steele was excused for an
unavoidable absence.
Resolutions were passed as follows:
To accept the taxation millage as
submitted by the County Audior.' The
tax rate in Wintersville is 28.60,
which is divided as folllows:
State of Ohio I ------ .2
Jefferson County --------- --- 2.25
Cross Creek Township --------- .10
Schools ------------------- 21.55
Wintersville Corporation -- - 4.50
One half of this amount is assess-
'ed for a six months period.
Water purchased ------ $13,793.27
(Including adjustment made at the
time the city of Steubenville paid
for water pipeline at the City limits
contiguous with the Village of Win-
ville.)
Bond and interest acco-unt $46,206.20
(Included in this amount is a propor-
tionate sum toward a reserve, which
by law must be built up to the sum
of $85,000.00. By careful administra-
tion of funds the Water Department
has btilt this required fu,nd to ap-
proximately $60,000.00)
Misc. fees ------------- $ 4,335.40
(These fees are attorney fees paid
by the Water Department for two
Court cases during the year.)
Total operating expenses $75,980.81
You can readily see that deduc-
tion of the above item of attorney
fees of $4,335.40 from this financial
statement would show a net loss for
the year of $237.93.
The forthcoming year will show a
profit for our Water department. It

telligent understanding, interest and
co-operation this business will pros-

Water and sewage disposal go
hand in hand. Our Water Depart-
ment has proved itself. Your Village lh
Council, stalemated for several years
by too costly plans submitted for
sewage disposal, took decisive action
in Council meeting January 8th, Co|
1963. It terminated the servicesf

with unflagging determination to-
ward the end of making sewage
available at a price this community SUl
can afford as quickly as possible. .

and our homes increased in value,
our insurance rates decreased and
our health was safe guarded. Noth-
ing as vital as a water system or a
sewage disposal system becomes
available witho'ut sacrifice or even
without some con fusion but the re-
sults, in terms of life and health, are
worthy of our concerted efforts.

Also, to ask 'for an advance of
$7500.00 on our tax collection.
Ordinances passed were:
Correcting of an error made in a
property assessment figure.
Termination of contract with Nail
Associates, Inc.
Budget of $49,000.00 was approve:d
for the general funds. With addition
of road maintenance funds, water de-
partment, and b o n d assessment
'funds, the total budget of the villa, e
amounts k to approximately $200,()()000.
Mr. John Leech was re-appointed
to seirve another two year term on
the planning Commission.
Council wishes to remind residents
that they are responsible for clean-
ing sidewalks in front of their
properties.
Next Council meeting will be ,on
Jan. 22,1963 at 7:30 p.m. Citizens are
welcome to attend these meetings.
