YOUR
VILLAGE
AND
MINE

If your home is situated within
the corporate limits of the village
of Wintersville you are already
aware of the growth of your vil-
lage and mine. This sound, steady
growth has changed the face of our
community as new sub-divisions
spring into being, new businesses
are established, new schools are
added and increased services
become necessary.
Such growth has automatically
induced growing pains! Our vil-
lage government has needed the
wisdom of Solomon from time to
time! Village officials have work-
ed faithfully and conscientiously
to fairly and squarely resolve
the problems arising daily from
the greater needs of more and
more of its citizens.
Villages like families must live
within their means. Family in-
come, however, are more easily
expanded than village means! A
wife, daughter or son may go to
work or one member of the fam-
ily may "Moonlight". Not so
with your village, whose expenses
rise in direct proportion to
your's. For several years now
your village and mine has valiant-
ly tried to live within means too
limited to operate in the black!
This has not been the result of
mismanagement but of greater
corporate expenses commensu-
rate with the increased growth of
our community. It can no longer
-do so!
When you go to the polls on
November3rd, you will have the
opportunity to vote as you always
have to RENEW the 2 mill levy
(for 1965-1969) to cover the oper-
ating expenses of your village.
You will also have the oppor-
tunity to say "YES" to an add-
itional 1 mill levy for increased
operating expense of your village.
Totaling 3 mills, this levy will
keep your village in the black.
It will make possible the main-
tenance of services you possibly
take for.granted. It isanabsolute
necessity. You must from this
day forward become a committee
of one to see that the 3 mill levy
is passed. It is as important as
the welfare and the safety of your
family!
As your Council-woman, now
serving her third year, I shall
drop the usual editorial, third-
per.son and speak to you as both
friend and Council-woman of this
financial necessity of your vil-
lage.
Lighting the streets of our vil-
lage is a costly business. Darken-
ing them would be more costly.
Women, youths and children tra-
vel securely within the sub-di-
visions and on the main streets
of Wintersville because the
streets are well lighted and pa-
troled. The lights which afford
this protection will cost the Vil-
lage $10,715.00 in 1964! If the
total 3 mill levy fails to pass
November 3rd, every other light
must be snuffed!_
The Wintersville Police Force
maintains a 24 hour patrol of
your village and mine. Three
officers maintain a constant vig-
il, round the clock, that we may
live in peace and security. The
Police cruiser builds up a month-
ly average of 4500 miles of travel
within the Village. In 1963 our
Police averaged 60 hours full-
time weekly while our unpaid
Auxiliary dedicated 509 hours of--
volunteer service. 105 com-
plaints were handled, 141 acci-
dents were investigated, 14
brieaking and entering and lar-
ceny cases were handled, 10 of

Juvenile cases were handled. A
total of 397 arrests, including
traffic arrests, were made. Our
1964 budget allots $15,875.00 that
you and I may be assured of
this kind of intelligent police
activity. If the total 3 mill levy
fails one policeman must be dis-
missed at once! The resultant
loss of security is evident.
Your village government and
mine pays $50.00 apiece for every
fire plug in our village! This is
called "fireplug rental" in our
budget and covers the cost of
the water used to protect you
and me from fire. It is paid to
the Water Department of the Vil-
lage. This facility along with the
service of the Wintersville Vol-
unteer Fire Department has
appreciably cut the rate of our
fire insurance. The Village re-
cently paid $1575.00 fireplug ren-
tal. Unfortunately this payment
leaves us in arrears one year!
Unexpected but necessary ex-
penses arise in the operation of
your village and mine. A truck
breaks down, a cruiser finally
falls apart or the Federal
Government assigns a new radio
wave length for communication
within the Village and the state.
Capital expenses over and above
budgeted costs cannot be ab-
sorbed without the passage of the
3 mill levy. The required insti-
tution of a new radio wave length
in the Village Fire Hall cost
your village and mine an un-
expected $2400.00! The Fire De-
partment houses the control

ville.
This brief but factual insight to
the financial picture of our Vil-
lage poses your problem and
mine. WE ARE THE VILLAGE!
The passage of the 3 mill levy
will assure the Village of $27,-
073.50 operating expense. The 1
mill increase alone accounts for
$9,024.50 of that total. If your
home has a tax appraisal of
$8,000.00 the additional mill will

cost you .15 cents a week! Weigh
the value of the blessings of
adequate street lights, continued
adequate police protection, boun-
tiful water to protect you from
'fire and our public health and
security against the small in-
vestment of the 3 mill levy!
REMEMBER.. THE PASSAGE
OF THE 3 MILL LEVY REPRE-
SENTS AN INCREASE OF BUT
1 MILL. Vote "YES" to the 3
mill levy and keep faith with
your village and mine.

A Busy
Evening
With Council

Mayor Thomas Albauqh pre-
sided at the regular meeting of
the Wintersville Council on Oc-
tober 6, 1964.
The mayor reported on 4 meet-
ing which had been held to dis-
cuss plans for improved trans-
portation in the Steubenville-
Weirton Area to make it possible
to meet increasing traffic con-
ditions. A resolution was passed
promising cooperation in this
effort as it will be needed in
the future.
A resolution was presented to
name the Drive to the Winters-
ville Park and Buchanan Junior
High and Memorial High School.
This matter came as a request
from -school authorities. The
driveway will be known as-Park
Drive.
The appointment of Mr. Ray
Gambill as Street Commissioner
was approved by Council. Mr.
Gambill will replace Mr. Burke
Sullivan, Jr., who recently re-
signed.
A request was presented from
school authorities that the Village
place school guards at the cross-
ings on Route 22 at the hours
when school is opening and clos-
ing. The matter was referred to
the finance committee for study.
and a recommendation at a future
meeting.
Mr. Charles McJunkin, sewer
engineer and several contractors
who have submitted bids for the
sewer system were present. Con-
tracts cannot be signed until
approval of the bonds has been
received. Another meeting will
be held when the fiscal agent can
be present.
The next regular Council meet-
ing will be on Tuesday,- October
20, 1964 at 7:30 p.m. in the fMu-
nicipal Building.
