Chief Ekey Speaks
At Seminar
Council
I Actvities
By WILMA THOMPSON
Mayor Thomas Albaugh, pre-
sided at the regular meeting of
the Wintersville Council. Legis-
lation passed at the meeting in-
cluded:
An ordinance to amend former
requirements of building code to
accept plastic pipe for home
plumbing instead of copper pipe.
It was explained that this ordi-
nance does not approve plastic
for outside water pipes or for
sewer lines outside the home.
An ordinance was approved to
purchase a new police cruiser.
The 1/2 mill levy which has been
in force for support of the fire de-
partment was renewed for a-
nother 5 year period.
Mayor Albaugh reported that the
street committee had met with
Ralph Freshwater regarding the
improvement of streets ap-
proaching Provincial Gardens,
the new apartment development
on East Church Street. The street
committee recommended that the
improvements which have been
suggested be approved, with the
cost to be paid by the contractor.
Expenses for two members of
the Planning Commission to at-
tend a planning seminar at Ohio
State University was approved.
In answer to complaints regard-
ing dogs running loose, Police
Chief Calabrese reported that the
dog warden must be contacted.
The law does not permitenforce-
ment officers to dispose of a dog.
They may warn an owner to keep
a dog on their own property and
after warning the owner may be
charged with a violation and cited
into court if he does not comply
with the warning. Ohio law does
not permit a licensed dog to run
loose,
Citizens present were given the
opportunity to present requests
and plans were made for investi-
gations to make possible the cor-
rection of some of the problems.
The next regular Council meet-
ing will be on June 21st at
7:30 p.m.

ask the cooperation of the resi-
dents of the Wintersville area
activities during 1965" and was
presented by the Division of State
.Fire Marshal. Your fire depart-
ment is working for you.
Chief Wiltiard Ekey
W. R. Ekey, Chief of the Win-
tersville Volunteer Fire Depart-
ment was one of the featured
speakers at the "Twelfth Annual
State Fire Prevention Seminar"
held at Columbus the weekend of
May 27.
The topic of his address was
"Fire Prevention Activities for
the Small Department", in which
Chief Ekey gave a resume of the
history of the Wintersville Vol-
unteer Fire Department des-
cribing the closely paralleld
growth and the resulting expan-
sion of the Fire Department
working hand in hand with the Vil-
lage of Wintersville during a
period of rapid expansion over
the preceding twenty years.
He made specific mention of the
Fire Classification Rating of "5"
awarded to Wintersville as a dir-
ect result of both far sighted Vil-
lage Officials who provided an
adequate municipal water supply
and an alert Fire Department
whose interest in the community
has been a driving force in pro-
viding this area with a more than
adequate fire prevention and fire
protection program.
Mr. Ekey spelled out in detail a
picture of the thousands of dol -
laNs worth of modern equipment
purchased by the department over
the years, the modern facilities
erected to house this equipment
the great contribution quietly
made by the Ladies Auxiliary of
the Wintersville Volunteer Fire
Department, the three separate
units of men comprising the de-
partment, namely; the Senior
Firemen, the Junior Firemen,
and the Rescue Squad and the
hours of intensive training taken
by these men under the direction
of tie Trade and Industrial Divi-
sion of Vocational Education of
the State of Ohio and noted that
only through close cooperation
among all these groups could such
an effective program of fire pre-
vention and fire protection be-
come a reality in the community,
recognizing also the inestimable
value of an alert citizenry who
acknowledge the efforts made in
this area of living by approval at
the polls of the very small but
completely adequate one half
mill levy that provides financial
support for this purpose. There-
fore, each of us have a share in
this program.
While there, Chief Ekey was the
recipient of a certificate in
appreciation for his services, and
the department was awarded a
trophy, the plaque of which reads
as follows: "Presented to the
Wintersville Fire Department for
