Code
Mayor Proclaims October 29
As "TRICK or TREAT"
Night in Wintersville
Wintersville Village Council
met in regular session on
Tuesday evening, October 18 at
7:30 p.m. with Mayor Thomas
L. Albaugh, presiding. Members
present included Council Presi-
dent John Ford, Tony Petrozzi,
Arthur Bartell, Francis Gribben,
and RobertSnyder, also Treasur-
er Floyd Call, Clerk Delbert
Vance and Solicitor Dick Powell.
The minutes of the October 4
meeting were read by Clerk
Vance and approved by unani-
rn ous consent.
Three Ordinances were given
a first reading before Council
by Solicitor Powell, two of which
were declared to be Emergency
Ordinances and approved by
Council upon the 2nd and 3rd
readings.
Ordinance 669, an ordinance
accepting the Plot of Woodall
Subdivision was read and being
declared an Emergency Ordin-
ance was approved upon the 2nd
and 3rd readings. Woodall Sub-
division is located on Route 43,
one-half mile North of the inter-
section of Routes 22 & 43 In the
Village of Wintersville.
Ordinance 670 concerns the
adoption of a uniform Fire Pre-
vention Code and establishing a
Fire Prevention Bureau in the
Village of Wintersville following
the recommendations of the
National Board of Fire Under-
writers. The Chief of Fire Pre-
vention shall be designated the
enforcing officer of this code
which is designed to regulate
both the location and the degree
.of risk in any given area. Coun-
cilman Snyder and Ford movea
the adoption of this ordinance
following the 2nd and 3rd read-
ings.
Ordinance 671, the 1st reading
of which was made concerned
the adoption of a Building Code
following the National Building
Code and recommended by the
National Board of Fire Under-
writers and establishing an "Of-
fice of Building Official" who
shall assume the responsibilities
of enforcing the building Code in
any area in which it pertains.
There was a brief discussion of
the problem of sewer gas which
has brought some complaint to
members of council from several
citizens. During the progress of
the discussion it was determined
that many homes in Wintersville
Janie Sommers
Home-Coming Queen
Queen at the Wintersville Homecoming F ootball Game last Friday
in an impressive ceremony at the Wintersville Stadium. Miss
Sommers was escorted by Connie Porreca, also a senior at Win-
tersville High School.
Janie, the daughter of Mr. and Mrs. Paul Sommers, McConnell's
Addition, shown above, was crowned by Joyce Fitzgerald, the 1965
Homecoming Queen.

Lt. Governor Brown To Visit Jefferson County
Ohio Lieutenant Goverflor John
W. Brown will be guest of honor
at a noon "coffee' to be held
at Jefferson County Republican
Headquarters in Steubenville, 0.,
Friday, October 21.
Announcement of Lt. Governor
Brown's forthcoming visit was
made today by Joseph A. Bell,
Republican candidate for Jeffer-
son Co. Representative to the
Ohio Legislature. Bell said that
Lt. Governor Brown will be ac-
companied by John Longsworth,
the Republican candidate for the
Ohio Senate from the 30th Dis-
trict.
Bell said that the public is
invited to attend the coffee and
meet Lt. Governor Brown, who
is a candidate for re-election.
Brown, a native of Athens, 0.,
has made an enviable record
in public service. He served
two terms as Mayor of Medina,
Ohio, and two terms as Lt. Gover-
nor of Ohio previous to his pre-
sent term. In 1957, he assumed
the Governorship of the state
when the incumbent Governor
was elected to the United States
Senate.
In 1959, John W. Brown was
elected to the Ohio House of
Representatives and became the
first former Governor to serve
in the House in 119 years. In
1961, he was elected to the Ohio
Senate, becoming the only person
in Ohio's history to have served
in two executive capacities and in
both houses of the General As-
sembly.
John W. Brown is a veteran
of World War II and served over-
seas with the United States Coast
Guard. He is presently a Lt.
Lt. Governor James Brown
Commander in the U.S. Coast
Guard Reserve.
Widely known as a public speak-
er, John W. Brown served for two
years as president of the Inter-
national Platform Association.
He is a member of the Ameri-
can Legion, Veterans of Foreign
Wars, Ohio Gun Collectors, Na-
tional Muzzle Loaders Associa-
tion, and a number of fraternal
and civic groups.
Lt. Governor Brown is married
to the former Violet A. Helman
of Lakewood, Ohio. The Browns
have one daughter, Mrs. Grant
N. Angelus, and one grandaughter
Karen.
