Wintersville Village Council
met in regular session Tuesday,
January 16, 1968, at the City
Building on Leonard Avenue. The
meeting was called to order by
Mayor Anthony J. Petrozzi.
The Mayor commended the
employees of the Wintersville
Street Department and Board of
Public Affairs for the excellent
job they did in clearing the sncw
from the streets and assisting
the citizens when needed, during
the recent heavy snow fall.
Mayor Petrozzi read a letter
received from the Savage Con-
struction Company, stating that
the Company would re-check the
grading and seeding of the ground
around the sewage plants. A letter
was also read from the Regional
Planning Commission, stating
there would be a meeting January
22, 1968, at 8:00 PM, City Bldg.,
to discuss the need on Regional
Planning in our Inter-State Area.
The Jefferson County Action
Council requested by letter,
that the Village Council give them
assistance in finding a suitable
site for an office in the Winters-
ville Area. Special effort will be
made to do so.
SCouncil approved payment of
membership in the National Fire
Protection Association for W. R.
Ekey, Fire Prevention officer for
Wintersville.
Mr. J. J. Mascio, Solicitor,
3d To Continue Work On Wintersville Plaza
presented Ordinance #726 for
Council consideration and on
unanimous vote of Council, Ordi-
nance #726 was tabled. Solicitor
M ascio then presented Ordinance
#727, repealing Ordinances 10
and 16, which were ordinances
prohibiting the mining of coal by
stripping in the Village of Win-
tersville and now establishing an
Ordinance prohibiting the mining
of coal by the stripping method,
within the limits of the Village
of Wintersville and providing
for the removal of residual coal
for the site preparation and con-
struction and providing time for
the reclamation of the land and
providing penalties for violations
of this Ordinance. This is in
reference to the site for the pro-
posed Wintersville Plaza Shop-
ping Center, located off Main
Street, just west of the East
Village limits. Following the
reading of the Ordinance, Mayor
Petrozzi opened the meeting to
the Public for discussion of the
proposed Ordinance.
Mr. Kenneth Seiter, Moon Val-
ley Subdivision, presented a
statement, representing several
residents of Moon Valley, voicing
objection to the possibility of
any type of blasting that mightbe
done in connection with the pro-
ject. The statement further ob-
jected to the possibility that the
firm doing the preparation of the

One of the surprise awards at the Dapper Dan Banquet last
Sunday was a certificate, presented to Mr. Charles Q. (Punque)
Cartledge (left), former Steubenville High School Football Coach, as
the first member of a newly instituted Ohio Valley Sports Hall of
Fame. The presentation was made by Oral Pflugh, who was a student
of the nationally known Coach.
Dr. John Y. Bevan (right), Medical Director of the Ohio Valley
Hospital and Honorary Chairman of the Banquet, accompanied Mr.
Cartledge to the banquet.
Mr. Cartledge, who had won 77 percent of his games, coached
seven unbeaten teams and had 12 seasons of 1 or 2 game losses, is
recognized as one of the pioneers of night football, and was also on
the staff to design Harding Stadium.

Mayor Petrozzi commented on
the fact that while council has
jurisdiction over the territory
within the Corporate Limits of
the Village of Wintersville, Coun-
cil does not have jurisdiction over
that land which is outside the
Village. However, concerning the
use of detonating devices or the
possibility of round- the -clock
operation, it is felt the proper
safeguard concerning these ob-
jections had been included in
the Ordinance.
Attorney William Wehr pre-
sented a scale model of the pro-
posed Wintersville Plaza to those
present and gave a history of the
deep mine whose depleted work-
ings underlay the surface of the
ground on which the Center is
to be built. He explained the
damage to the ground as a result
of the subsidence of the earth
into the worked out rooms, point-
ing out the need for the removal
of both the supporting walls con-
taining some coal and also re-
moval of the shafts in order to
provide a solid foundation on
which the building is to be built.
Mr. Seiter assured Council
that the people he represented
were in support of the Shopping
Center and were only concerned
that the proper protection from
nuisance and damage to adjacent
properties be included in the
Ordinance. Additional comments
were made by Mrs. William Fitz-
gerald of Deborah Manor and Mr.
Geno Morelli, representing the
Chamber of Commerce, favoring
the construction of the Winters-
ville Plaza on the proposed site.
Mayor Petrozzi then gave
council an opportunity to express
an opinion of the proposed ordi-
nance and each member in turn
spoke of his concern to the type
of legislation that would continue
to provide the citizens of Win-
tersville with the necessary pro-
tection of homes and property
value. The mayor then called for
a vote to be taken and ordinance
#727 was passed by the unanimous
vote of Council. Mr. Petrozzi
then congratulated council on its
serious consideration of the
issues involved and hailed pass-
age of the ordinance as a great
stride forward towards the
economic growth of Wintersville.
At the request of Police Chief
Victor Calabrese and Street
Committee Chairman Robert
Snyder, a study is to be made
of parking problems on through
streets in the Village, because
of difficulties incurred during
the recent snow operation. The
Ordinance Committee was
directed by Mayor Petrozzi, to
make a study of said situation
and report same at the next
meeting of Council. The Mayor
also commented on the necessity
of each property owner to keep
his sidewalk free of snow and
other debris and urged the
Citizens to refrain from over-
night parking on the Village
streets, especially during the
snow emergency.
Council approved the install-
ation of an Inter-Office communi-
cation system to be completed by
the Ohio Bell Telephone Com-
pany, for the City Building.
The next regular meeting of
Council will be held on Tues-
day, February 6, 1968, 7:30 P.M.
at the Wintersville City Building
on Leonard Avenue.
Saxbe Outlines New
Drunk Driving Law
Ohio's new drunk driving law
provides that a physician or a
registered nurse withdraw blood
for the test but there are no
restrictions pertaining to the
testing of the urine or breath,
Attorney General William B.
Saxbe said.
Saxbe, in a special bulletin to
Ohio police and prosecutors, em-
phasized that all substances must
be withdrawn from the subject
within two hours of the alleged
violation.
Saxbe urged law enforcement
officials to thoroughly acquaint
themselves with Department of
Health requirements for the test-
ing.
Small departments not having
facilities for the testing must
either acquire them or make
arrangements with other juris-
dictions, hospitals or private as-
sociations to provide them, Saxbe
said.
The new law became effective
January 1. It provides that per-
sons failing to submit to the tests
automatically have their driver's
license revoked for six-months.

Indian Creek Board
Elects Lawrence
The Indian Creek Board of
Education held their organi-
zational meeting January 3.
Sanford Lawrence was elected
president; William Thompson
was elected vice president. Other
members are Dale Hutton, Justus
Parrish, and R. W. Robertson.
Miss Margaret Stalb is the clerk-
treasurer.
The Board will meet regularly
the third Thursday of each month.
Meetings will be held at 7:30 p.m.
at the board office in the Buchanan
Junior High School.

"Man Of The Year"
William Stanley (Bill) Mazeroski, captain and second baseman for
the Pittsburgh Pirates, accepted the Upper Ohio Valley Dapper Dan
Club's, "Man of the Year" Award at the elaborate Club Banquet
held in the Community Arena Sunday evening. Danny Murtaugh,
former Pirate manager, presented the award to Mazeroski and
delighted the 765 guests with his Irish wit. Mazeroski, who gained
fame when he sealed the World Championship for the Pirates with
his game-winning homerun in the 1960 series, said in appreciation,
that he was being honored and paid for playing a game "which Pd
probably even play for nothing." His remarks to the audience in-
cluded a prediction, "It will be the Bucs all the way in 1968". The
banquet, acclaimed as one of the largest sports events in the area,
was highlighted with awards being presented to the biggest sports
names in the Ohio Valley.
