Wintersville Receives
State Flag And Seal
The Wintersville HI-Times, school paper of Wintersville High School, received County, State and
National recognition at the 27th Annual Meeting of the Jefferson County Tuberculosis and Health As-
sociation on Tuesday. Mr. Thomas Birdsall, (center) Advisor for the Hi-Times, is shown displaying the
Certificate of Honor from the National Tuberculosis and Respiratory Disease Asciation. Catthy Graham
(2nd left) and Kris Knauf (2nd right)-Co-Editors of the HI-Times, received two plaques, one for the Best
Paper in County Competition and one from the Ohio Tuberculosis and Health Association for the Best
High School paper in State Competition. Stan Lesinski, (far left)-Wintersville High School, received a
plaque for the Best Cartoon in County Competition and Scott Tovinitti (far right) of Smithfield High
-School, received a plaque for the best Article in the County Competition.

Richard Powell To Head Law Day USA
The Village of Wintersville was presented with the Ohio Seal and
the State Flag at the Council Meeting Tuesday evening at the City
Building. State Representative Douglas Applegate (right) is shown
presenting the Flag and Seal to Mayor Anthony Petrozzi.
May Designated As
"Spring Clean Up Month"
President Nathan Stern of the Jefferson County Bar Association, appointed in December, 1967, Richard
L. Powell as Chairman of the Law Day Observance Committee. Serving with Mr. Powell are Robe(,rt L.
Quinn, Co-Chairman and Joseph G. Prest, Milton A. Hayman and John J. Mascio. The thr(ee-fold ob-
jectives of the annual Law Day USA observance are:
To make more meaningful to Americans - especially the youth of the nation - their heritage of in-
dividual freedom under law; to foster increased respect for law and the courts which protect the rights
of all citizens, and to emphasize the basic values of the rule of law in the United States as contrasted
with the rule of force and fear under communism.
Among the activities scheduled during this observance period will be a luncheon, which is under the
chairmanship of -Robert L. Quinn, at which time Attorney General William B. Saxbe will address the
Kiwanis Group together with Rotary and Lions Clubs aad other interested citizens, in the Fort Steuben
Hotel, Tuesday, April 30, 1968.

presided at the regular meeting
of Council, Tuesday, April 16,
at the City Building, 221 Leonard
Avenue, Wintersville, Ohio.
Douglas Applegate, Jefferson
County State Representative,
presented to Mayor Petrozzi, for
display at the City Building, aflag
of the State of Ohio. A brief
talk was given by Mr. Applegate
regarding the design of the flag
and the State Seal of Ohio, which
he gave to the Village recently,
and is now on display at the City
Building. Council wishes to
publicly express their apprecia-
tion to Mr. Applegate for his time
and effort put forth in the donat-
ing of the flag and seal.
Mayor Petrozzi commended
Mr. Roy Collopy and Mr. Edward
Jarzabek, of the Recreation
Board, for their efforts in mak-
ing the recent Easter Egg Hunt
a success. Approximately 350
youngsters of the Wintersville
area attended and we all hope
this will be even bigger and better
next year, making the Easter Egg
Hunt an annual event.
Discussions were made for the
Spring Clean Up Program. The
month of May was delegated by
Mayor P(etrozzi as "Spring Clean
Up Month". A special mneeting
regarding sanim: will be held
Tusday, April 23, at the City
Building at 7:30.

the first tim, Ordinance 733,
repealing Ordinance 46, andnow
enacting an Ordinance for the
supervision, direction, and cost
of construction and repair of
approaches and driveways to
streets and alleys in the Village
of Wintersville. Said Ordinance
states the owner or owners of a
lot, lots or land, shall construct
and keep in repair all approaches
or driveways to streets or alleys
with culverts under said drive-
ways or approaches to provide
for proper drainage under the
direction and supervision of the
Village Street Commissioner.
The culverts under said drive-
ways, shall be corrugated steel
construction twelve (12) inches
in diameter and the minimum of
sixteen (16) feet in length and
shall be the responsibility of the
property owner to maintain and
keep in repair. If said owner
fails to construct and keep in
repair said driveways, ap-
proaches and culverts, the Street
Commissioner of the Village of
Wintersville shall give said pro-
perty owner thirty (30) days
written notice to make said con-
struction or repair and if the
owner neglects or refuses to
make the construction or repair,
it will be the duty of the Comn-

Committee To Meet
Rev. Mr. Charles Dailey,
Pastor of the Wintersville
Methodist Church and President
of the Committee for the Win-
tersville Library, has announced
that a meeting will be held at
8:00 p.m. on Friday, April 19th
at the City Building at 221 Leon-
ard Ave., Wintersvllle, to dis-
cuss future plans for the pro-
posed Library. The public is
